Toward the Prevention of Human Trafficking Using Aircraft: Promoting Collaboration Between Public, Private, and Industry Sectors

Tokyo, JAPAN―Japan Airlines Co., Ltd. (hereafter, "JAL") will implement initiatives in collaboration with relevant organizations, including ANA HOLDINGS INC. (ANAHD), Japan Airport Terminal Co., Ltd., NARITA INTERNATIONAL AIRPORT CORPORATION, Central Japan International Airport Co., Ltd., International Organization for Migration (UN IOM), and the International Air Transport Association (IATA), aiming to strengthen efforts to prevent human trafficking utilizing aircraft and enhance deterrence through stakeholder collaboration.

1. Objective
Human trafficking is reported to be one of the fastest-growing criminal industries in the world, and services provided by airlines face a high risk of being exploited unintentionally, making cross-industry measures an urgent necessity. Leading up to the "World Day Against Trafficking in Persons" designated by the UN on July 30, the public and private sectors will strengthen their cooperation, and airlines and airport companies will work together to prevent human trafficking and further strengthen deterrence.

2. Main Initiatives
1) Holding a Joint Training Session for the First Time with ANAHD on July 28 to Prevent Human Trafficking
Following the shared recognition of industry-wide challenges established through the 2024 forum (*1), this year the initiatives has advanced into a more practical, frontline-focused phase. As a new initiative, a joint training session will be held that brings together frontline staff--such as cabin attendants and airport ground staff--across organizational boundaries. By learning together, this initiative aims to enhance practical response capabilities on the ground and further strengthen deterrence against human trafficking across the entire aviation industry.

●Participating Organizations in Public-Private Collaboration:
International Organization for Migration (UN IOM), International Air Transport Association (IATA), NARITA INTERNATIONAL AIRPORT CORPORATION, Japan Airport Terminal Co., Ltd.
●Part 1 (Knowledge Sharing):
Lectures will be given by UN IOM on the current global situation of human trafficking and the role required of the aviation industry, and specific initiatives within the sector and the importance of collaboration will be shared by each organization and company.
●Part 2 (Discussion by Cross-Functional Teams):
Cross-Functional teams will be formed across company and job boundaries. Based on a subtle "sense of discomfort" or "observations" encountered in daily work, discussions will take place on specific countermeasures, assuming actual case examples.

2) Expanding the Awareness Digital Signage Campaign to Japan's Three Major Airports: Narita, Haneda, and Chubu
To raise awareness about human trafficking prevention among more people and enhance deterrence across society, the scale of the awareness signage campaign will be expanded. (Video footage provided by: International Organization for Migration (UN IOM) )

●Implementation Period:
Late July to the end of August 2026
●Expansion of Target Airports:
Based on the results of the initiative implemented at Narita International Airport last year, Haneda Airport and Chubu Centrair International Airport will participate for the first time this year. The three major gateways to Japan's skies will collaborate to simultaneously display awareness videos for passengers and visitors regarding human trafficking prevention on digital signage at each airport.

JAL will continue to strengthen its collaboration with relevant parties and further promote human rights initiatives throughout the entire value chain.
